Assistant Director of Public Works

APPLICATION PROCESS:

SALARY RANGE:  $108,923 – $158,090  Annually, DOQ

POSITION SUMMARY:  Under administrative direction, assists, plans, manages, oversees, and directs the operations and services of the assigned divisions or programs in the Public Works Department, which include Streets, Drainage, and Water/Wastewater; coordinates activities with other City officials, departments, outside agencies, contractors, organizations, and the public; takes a leadership role in implementation of the goals and objectives of the Public Works Department; provides responsible and complex staff support to the Director of Public Works.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Develops, implements, and maintains divisional and program goals, objectives, policies, and procedures; reviews and evaluates work methods and procedures for improving organizational performance, enhancing services, and meeting goals.
  • Plans, directs, and develops assigned divisions and makes recommendation on the Department’s work plan; assigns work activities and responsibilities to appropriate department personnel; reviews and evaluates organizational effectiveness and productivity; identifies and resolves problems and/or issues.
  • Supervises assigned personnel by directing, instructing, scheduling, reviewing, motivating and evaluating work activities; inspecting work for quality; makes recommendations regarding hiring, disciplining, terminating and other personnel actions; develops succession planning through all levels of the department and ensures the daily coordination and supervision of the work of assigned personnel. Provides for employee training and professional development.
  • Monitors the condition of the City’s infrastructure, including streets, sidewalks, curbs, gutters, storm drains, water and sewer distribution system, traffic control device, and other related facilities and equipment for maintenance, repair, and replacement.
  • Assists with preparing, managing and coordinating the development of assigned divisions and the Public Works budget; prepares forecasts of necessary funds for staffing, materials, and supplies; presents, justifies, and defends programs, operation, and activities; monitors and approves expenditures; discusses and resolves budget issues with appropriate staff; implements adjustments as necessary.
  • Works closely with the City Manager, City Council, other City departments, public and private organizations, and citizen groups in developing programs and implementing projects to solve public works service problems; prepares and recommends short and long-range plans for public works programs; develops specific proposals for action to align the department to current and future city needs.
  • Attends and participates in professional and community meetings; stays current on issues relative to the field of public works and related service delivery responsibilities; responds to and resolves sensitive and complex community and organizational inquiries, issues, and complaints.
  • Analyzes complex technical and administrative public works service problems, evaluates both standard and alternative solutions, and recommends effective course of action within appropriate time frames.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • At least one of the following is required: o Bachelor’s Degree in Civil or Mechanical Engineering, Business Administration, Public Administration, or related field; OR o TCEQ Class B Water License
  • Six years of progressive professional supervisory and leadership experience, preferably in local government public works, or similar level of state or federal government.
  • An equivalent combination of education, experience and/or certification/licensure may be considered.

CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS

  • Valid Class “C” Texas Driver’s License or the ability to acquire one within thirty days of employment is required.
