Public Works Construction Inspector/Technician
Under general supervision, the Public Works Construction Inspector/Technician performs inspections, maintenance, and repair work for the Town’s water, wastewater, infrastructure, roadways, street, and sidewalks. Serves as the Town’s primary point of contact for permitted construction of infrastructure installation, land development and capital improvement projects.
ESSENTIAL FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:
- Inspects, evaluates, and maintains and writes records/reports on various Town construction projects that impact wastewater, stormwater, streets, roadways and other Public Works infrastructure; identifies issues, addresses immediate concerns, records errors or delinquencies, and ensures appropriate contractors and maintenance staff are informed. Keeps detailed written and digital records of construction progress, quantiles of work completed,
- Reviews and understands project construction design plans and specifications to ensure project compliance with engineering design standards, details and specific project requirements and various town codes, procedures and standard operating procedures.
- Performs extensive road, street, and sidewalk maintenance, evaluation, and repair; monitors construction sites, inspects dirt work for proper compaction, reviews proper rebar placement, and ensures all asphalt and concrete are used in accordance with regulations, protocols, and compliance agency standards.
- Provides and performs general labor for the repair and maintenance of the Town’s public works infrastructure; cleans, restores, and maintains utilities in compliance with all regulations and town policies; serves as a stormwater, wastewater, and road maintenance technician.
- Determines materials and equipment requirements for repairs and prepares work estimates for construction and maintenance activities; communicates and works with various laborers and contractors to ensure work is done in accordance with local and state policies, regulations, and compliance standards.
- Operates and uses various heavy machinery and vehicles required to complete repair or maintenance jobs for utilities; adheres to safety protocols and potential hazards; transports equipment to jobsites as needed, directs traffic, places signed and ensures safety of crew and traveling vehicles.
- Maintains Town equipment and vehicles used in maintenance and repair projects; identifies issues, addresses repair needs, and keeps all equipment and vehicles in operational use.
- Assists in all special events, construction projects, and other public works activities; attends pre-construction meetings for new development and facilitates the success of the project.
- Provides customer service to the Town of Sunnyvale residents for all water, wastewater, storm water, and road maintenance inquiries and concerns.
- Attends and participates in various meetings to discuss procedures and workflow; communicates inspection findings, addresses issues, and collaborates with other staff and stakeholders to solve problems.
- Performs walk-through inspections of jobs to document punch-list items necessary for successful project completion.
- Performs related duties as required or assigned.
MINIMUM QUALIFICATIONS
Education, Training, and Experience Guidelines
High School Diploma/GED PLUS five (5) years of maintenance experience working with roadway, water, wastewater, drainage, and traffic control device (signs, pavement markings and signals) maintenance and experience as a construction and storm water inspector; OR an equivalent combination of education, training, and experience.
Knowledge of:
- Maintenance and repair supplies and equipment.
- Inspection techniques and practices.
- Knowledge of proper construction and inspection procedures for public works infrastructure (roads, alleys, water, sanitary sewer and drainage systems).
- Regulations, specifications and laws regarding stormwater, wastewater, roadway, and street construction and maintenance.
- Knowledge of Occupational Safety and Health Administration (OSHA) safety regulations, including but not limited to trench safety, confined space, personal protective equipment, fall safety regulations.
- Knowledge of the Texas Manual of Uniform Traffic Control Devices (TMUTCD), especially chapter 6 which deals with temporary traffic control devices for construction operations.
- Knowledge of Texas Commission on Environmental Quality/EPA/ relevant regulatory agency regulations
- Safe operation of various vehicles and equipment.
- Utilities infrastructure, road maintenance, and wastewater management
- Customer service practices and methods.
- Computer and software applications used for tracking work orders, recording inspections and other project communications and supply tracking.
Skill in:
- Maintaining and repairing all public works utilities infrastructure and equipment.
- Maintaining and repairing roadways, streets, sidewalks, and signs.
- Locating water leaks and blockages.
- Providing customer service and interacting with patrons.
- Operating multiple forms of maintenance equipment and performing repairs.
- Operating a computer including standard software.
- Establishing and maintaining effective working relationships with town employees, vendors, contractors, builders, and utility companies.
- Communicating effectively both verbally and in writing.
LICENSE AND CERTIFICATION REQUIREMENTS
A valid Class C Driver’s License is required.
Certified Construction Stormwater Inspector
TCEQ Water Operator – Must have or obtain within one (1) year a Class C Distribution License
Trench Safety Competent Person Certification
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Required to perform work both indoors and outdoors with exposure to weather conditions prevalent at the time. Regularly exposed to work near moving mechanical parts and vehicles; fumes or airborne particles; vibration, and loud background noise. Occasional non-regular work hours, which may include nights and weekends. Job involves a significant amount of walking, bending, stooping, climbing and other physical activity to gain access to construction taking place in field conditions.
