REDC Vice President
Description
Under the direction of Rockwall Economic Development Corporation President, this position is responsible for leading organizational projects designed to ensure the REDC has economic development sites served with appropriate infrastructure – both now and into the future – to meet the organization’s office development and light industrial goals. Further, the Vice President will share in various responsibilities with the President in areas of business recruitment, retention, and expansion, along with talent and workforce development.

STARTING SALARY – $125,000 – $130,000
Examples of Essential Functions
- Lead efforts to ensure REDC land is “shovel-ready” with necessary infrastructure that will allow timely relocation or expansion for targeted economic development projects. This includes planning and budgeting for infrastructure projects; identification, procurement, and coordination with professional service providers (such as engineers); contractor bidding and oversight through project completion; and coordination and liaison work with the City of Rockwall and other regulatory bodies and utilities throughout the process.
- Identify and grow knowledge of future land acquisition opportunities for the REDC, as well as potential private development opportunities that may allow for increased capacity for economic development (i.e. speculative industrial projects in the pipeline.) Assist with City pre-development and regulatory processes, as appropriate. Perform cost-benefit analysis when exploring REDC investment opportunities.
- Serve as the key contact with local and DFW real estate, commercial brokerage, and development communities (including joining any related professional development groups) as well as growing relationships with general contractors, architects, bankers, engineers, and other prospect service providers. Additionally, position will join President in establishing and growing relationships with national site selectors.
- Fill the role of liaison between primary employment community and the City of Rockwall, as well as utilities and other regulatory entities. Gain expertise on Rockwall development process accurately convey expectations for prospects. Communicate to President when there are issues.
- Manage development and incentive agreement compliance between REDC and various companies, including establishing and organizing checklists, proactively reviewing and requesting documentation in advance of deadlines, filing necessary documents, and reporting to the President when there are issues and/or incentives should be paid. Vice President will also support the President in the negotiation of future development and incentive agreements, to gain knowledge on compliance provisions.
- Leads efforts regarding Rockwall Technology Park Association, including communicating with the Design Review Committee on recommendations and approval of building improvements, enforcing stipulations of the Covenants, Conditions and Restrictions, managing landscape and irrigation contracts (at Rockwall Technology Park, as well as other REDC-owned sites), coordinating special maintenance requests and projects; ensuring the high-quality condition of flags, lighting, and monument signs; and coordination and communication with Park tenants. Additionally, Vice President should manage Park Association annual budget with recommendations each year, as well as support Board meetings, as required.
- Initiate first review of all “Request for Proposal” documents received from site selectors or partner entities – such as the Texas Governor’s Office or the Dallas Regional Chamber – and assemble preliminary responses on attractive projects utilizing internal data, subscription services – such as JobsEQ or Lightcast – as well as information available from City partners, utility providers, land owners and/or developers.
- Assist President with business development activities as assigned, including curation of data for marketing purposes, business retention visits, and prospecting work – including direct outreach and some conference / trade show travel.
- Assist President with partner relationships including growing the awareness of the REDC and its value proposition with the Governor’s Office, Team Texas, the Dallas Regional Chamber, the Industrial Assets Management Council, and others. Further, Vice President may join the President in helping to grow relationship with the Rockwall Independent School District, and other area educational providers, with the goal of establishing workforce development programs to benefit the primary employment community.
- Support Office Manager and Marketing Coordinator at REDC events.
- As with all other REDC positions, position will prepare communication and present to the Board of Directors in areas where job functions require involvement by the Board. Like all other staff members, position is required to assist in the creation of agendas and minutes, including reviewing and proofreading all items. Additionally, Vice President will be responsible for annual budget recommendations in areas of responsibility.
- Complete other duties as assigned by President, recognizing that the REDC is a small staff of four. A “silo” mentality should be avoided.
Education and Experience
REQUIREMENTS
Training and Experience
- At least 5 years of experience working in commercial real estate (emphasis on light industrial and office), project management (emphasis on civil construction), or local/state economic development, with demonstration of increasing responsibilities and a track record of quantifiable project success.
- Bachelor’s degree from an accredited college or university. Concentration in business marketing, business management, communication, sales, economics, public administration, civil engineering, urban planning or related field, is preferred.
- Proficient computer skills and in-depth knowledge of relevant technology and software such as Microsoft Windows, Microsoft Outlook, Microsoft Word, Microsoft Excel, Adobe Reader, as well as willingness to learn more industry specific software programs. Preference may be given to candidates that have experience with industry specific programs such as Gazelle AI, Lightcast, JobsEQ, Costar, and Impact Data Source.
- Preference may be given to candidates with additional relevant education or training, such as a Master’s Degree or completion of the Basic Economic Development Course.

Physical Conditions:
- Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, walking, picking up objects, or kneeling down for a period of time; adequate speech, hearing, and eyesight.
- Must be able to operate assigned computer and general office equipment.
- Must be able to drive and have a valid driver’s license.
Environmental Conditions:
- Primarily indoor office environment, with REDC staff office hours generally being from 9:00 a.m. to 5:00 p.m. with an hour-long lunch break.
- Position will be required to travel nationally, generally at a minimum of three-four times a year.
- Travel within Rockwall and areas of DFW, if necessary.
- Exposure to outdoor conditions at groundbreaking ceremonies, tours, special events and program.
- Irregular work hours, including travel, events, board and committee meetings.
Sensory Requirements:
