Utilities Superintendent

This position assists the Director of Public Works and Assistant Director of Public Works in management of the City’s water and wastewater field operations. This position is responsible for lift station operations, meter operations, TCEQ compliance, permits, and providing service and repairs. This position also serves as the primary backup for SCADA operations and monitoring.

Full Description
  • Oversees and monitors the daily field operations of the Water and Sewer departments.
  • Provides leadership and guidance to field maintenance crews for water and wastewater operations.
  • Ensures the field operations are in compliance with State and Federal regulations and programs as required by law and assists the Director of Public Works and Assistant Director of Public Works in monitoring compliance.
  • Assists with a wide variety of maintenance tasks in the technical construction, installation, repair and maintenance of the city’s water distribution and wastewater system.
  • Reviews in-progress and completed maintenance projects.
  • Assists with completing reports required by the Texas Commission of Environmental Quality.
  • Oversees the City’s meter program including inventory, maintenance and replacement activities.
  • Oversees and monitors pump and lift station operations and maintenance.
  • Serves as backup monitor of SCADA system.
  • Assists with development of departmental budgets by recommending appropriate staffing levels, equipment, materials, contracts, and supplies.
  • Supervises employees, including assigning and reviewing work, conducting performance reviews, training employees, and making recommendations regarding hiring, promoting, disciplining, and/or dismissing employees.
  • Responds to emergency call outs as required and participates in citywide emergency response operations.
  • May be required to operate dump truck, backhoe, excavator, skid steer, sewer jetting machine, loaders and other associated equipment and tools as needed.
  • Oversees and/or performs daily and preventive maintenance on vehicles and equipment.
  • Acts as liaison between contractors and City to resolve construction issues.
  • Schedules preventive maintenance programs including fire hydrant flushing, valve exercising and routine cleaning of sewer mains.
  • Answers citizen concerns regarding water and wastewater services.
  • Adheres to all safety standards and practices and instructs employees in proper safety procedures as needed.
  • Performs other duties as assigned.
  • High School Diploma or GED.
  • Minimum of five (5) years of increasingly responsible work experience in water and wastewater operations.
  • Class C Water Distribution License; Class B Water Distribution License preferred.
  • Wastewater Collections I license preferred.
  • May be required to obtain additional training and/or certifications.
  • Possession of a valid Texas driver’s license
  • A combination of education, training and experience providing the required knowledge, skills and abilities may be considered.
