Overview:

This is a professional position with broad administrative and managerial duties directing the day-to-day activities of the Maintenance and Utility departments within Public Works.  These duties will include but are not limited to managing and supervising personnel, coordinating projects, and overseeing operational functions.

Essential Duties and Responsibilities:

  • Responsible for the operations and activities of the Utility Department within Public Works, including water and sewer line maintenance and repair, lift and pump station repair/maintenance, and cost estimates.
  • Responsible for the operations and activities of the Maintenance Department within Public Works, including the maintenance, construction and repair of streets, storm drain facilities, and buildings.
  • Directly involved in the hiring process including selection, training, management, and evaluation of assigned personnel.
  • Identifies, manages, and resolves personnel related matters including conducting performance evaluations, coaching, training, and meeting with staff to address safety, performance, or other personnel issues as needed.
  • Oversees all planning, directing, coordinating, assigning, and reviewing the work plan for department employees.
  • Responsible for budget execution, including procurement coordination, proper coding of expenses, equipment and inventory management, and financial audit readiness.
  • Monitors and evaluates the efficiency and effectiveness of operational methods and procedures
  • Recommends appropriate service and staffing levels while continuously monitoring and evaluating the quality, responsiveness, efficiency and effectiveness of assigned maintenance, repair, and construction programs/projects.
  • Identifies utility and infrastructure requirements in support of annual maintenance and Capital Improvement Program development
  • Provides historical data and input to engineering studies, reviews project design and cost estimates produced by various consultants.
  • Coordinates with construction contractors, monitors contractor performance, and recommends corrective action and/or project acceptance as appropriate.
  • Maintain location records of city water and sewer line locations, manholes, and valves.
  • Ensures safe methods and practices are used by employees in accordance with state and federal regulations.
  • Respond to citizen questions, complaints and requests for service; meet members of the community to assess issues and problems; identify and recommend solutions; communicate with members of the public to demonstrate resolution of problems.
  • May serve as the acting Public Works Director in the Director’s absence
  • Performs other duties as assigned.

Minimum Qualifications:

  • Valid Texas Class C Driver’s License
  • Graduation from high school or GED equivalent required.
  • Must possess applicable “C” Water & Wastewater Operator Certifications from TCEQ, or the ability to obtain within two (2) years of employment.
  • Certified Floodplain Manager or the ability to obtain with two (2) years.
  • Minimum of five (5+) years of utility management, maintenance, and construction/repair activities experience or any combination of education and related experience.
  • Federal Emergency Management Agency (FEMA) training.

Preferred Qualifications:

  • Prefer college hours equivalent to an Associate’s degree with major coursework in civil engineering, business management/administration, environmental sciences, or a closely related field desired.
  • Water and wastewater system equipment, facilities, materials, methods, and procedures necessary for proper operation, maintenance, construction, and repair activities.
  • Street and facility maintenance and construction methods and procedures, materials, equipment, etc.
  • Storm Drainage operation and maintenance in compliance with Municipal Separate Storm Sewer System (MS4) discharges.
  • Knowledge of large-scale project management principles including contract management, preparation, negotiation, and implementation.
  • Knowledge of equipment, facilities, materials, methods, and procedures used in public water supply and distribution systems, wastewater collection systems, storm drainage systems, and street systems.
  • Knowledge of governmental regulations relating to transportation, streets, stormwater, water, sanitary sewer, and municipal construction.
  • Ability to supervise, train, and evaluate assigned staff.
  • Ability to accurately estimate costs for purchases, projects, and overall departmental budget.
  • Strong written and verbal communication skills along with the ability to have strong customer service skills in interacting with the public and outside agencies.
  • Establish and maintain effective working relationships with employees, other departments, outside agencies and the public.

Physical Demands:

  • Typically requires sitting, talking, hearing, seeing, standing, walking, use and ability to operate office equipment.
  • May require occasional lifting, lowering, pushing, or pulling of 10 – 25lbs. and occasionally up to 50 lbs.

Work Environment:

  • 70% of work will be performed indoors at the office.
  • 30% of work will be performed outdoors or in the field.
  • Subject to outside weather conditions
