Greenville is a home-rule City that operates under a council-manager form of government. It is comprised of a Mayor elected at-large and six single-member district Council Members, who are elected to three-year terms. The Engineering Division provides engineering support services for Public Works and other City Departments. It is primarily responsible for designs, inspections, and contract administration, relating to water systems, sewer systems, streets, drainage facilities, conducting engineering and construction surveys, title and property searches, and the design of water systems, sewer systems, streets, and drainage facilities. This Division has 5 full-time employees and an annual budget of $328,121.

Reporting to the City Manager, the City Engineer provides day-to-day leadership and managerial oversight to assist in design, development, implementation, and analysis of multiple technical and engineering-related tasks and resources in various assignments within the City. This position serves as an engineering Project Manager on consultant engineering, architectural design, and plan and plat reviews. The ideal candidate should be experienced and knowledgeable in Engineering principles and practices; applicable local, state, and federal statutes, rules, codes, regulations, and requirements; and City of Greenville policies and procedures. They will also be familiar with the principles and practices of civil engineering, particularly with the design, construction, and maintenance of public works and various construction projects.

This position requires a bachelor’s degree from an accredited college or university in civil engineering, plus a minimum of five years’ progressive experience. Local government experience is desired, as well as experience as a City Engineer in a small city or as an Engineer in a larger city. An equivalent combination of education and experience may be considered. Candidates must possess a State of Texas City Engineering Professional Engineer (PE) License or PE License in another state with the ability to obtain a Texas PE License within six months of employment. A valid Class “C” driver’s license and a good driving record are required. Being a good standing member of the American Public Works Association is preferred.

Greenville is offering a salary range for this position of $100,000 to $130,000 depending on qualifications and experience. A hiring bonus of $10,000 could be considered. The bonus will be paid ½ at the start date and ½ following the six-month probation period.
