Public Works Director

The Town of Sunnyvale, Texas offers an exciting career opportunity to serve as its next Public Works Director.  The Public Works Director will lead a team dedicated to maintaining and growing the Sunnyvale community with a focus on safeguarding life, safety, property, and public welfare.

Summary

Under administrative direction, the Public Works Director oversees, manages, supervises, and directs the planning, organization, direction, and delivery of the activities of the Public Works Department. Develops and implements policy decisions, program and project completion, direction of department, and supervision of various technical and professional staff.

Essential duties and responsibilities may include, but are not limited to, the following:

  •  Administers, executes, oversees, and directs the development and planning of the Public Works department; oversees the daily department operations to ensure professional, efficient, and timely work is being delivered; monitors adherence to policies and procedures and ensures department operates successfully.
  • Oversees, directs, evaluates, assigns, and reviews the goals and work output for the department; ensures safe work practices, laws, and regulations are implemented and followed; monitors project development, planning, and staffing; manages budgets, cost forecasting, and project delivery.
  • Develops, administers, and ensures project and contract compliance with relevant federal, state, and local laws, regulations, ordinance, and policies.
  • Establishes, defines, revises, updates, and assesses fiscal environment and future revenues for the Town’s public works utilities; maintains and oversees the maintenance of all water lines, roadways, stormwater facilities, and water distribution systems; determines resource allocation and adherence to goals and budgetary standards.
  • Oversees and reviews the inspection activities for the department; monitors inspection of infrastructure and stormwater facilities to ensure compliance to all safety and environmental guidelines; drafts and prepares consistent reports to remain transparent regarding department work; communicates with other administrative personnel regarding status, success, and achievements of department.
  • Ensures timely and accurate reporting on projects, project budgets, asset and encumbrance retirement schedules, federal and state contract requirements, environmental conditions, mitigations, and research findings; provides reporting documentation to different advisory bodies, elected officials, government entities, and the public.
  • Represents the Town and the Public Works Department at meetings with other departments, municipalities, government entities, advisory bodies, elected officials, property owners, contractors, developers, and the general public.
  • Evaluates, hires, and oversees the training of new and current employees; provides performance feedback, disciplinary actions, and other personnel management activities; promotes, fosters, and facilitates success of the department through management, teamwork, and training.
  • Plans, develops, and implements new water quality techniques; identifies, addresses, and updates standard protocols to ensure the most effective and professional techniques are being used and the staff appropriately trained.
  • Performs related duties as assigned.
Qualifications
  • Education, Training, and Experience Guidelines Bachelor’s Degree in a related field PLUS seven (7) years in Public Works and three (5) years of supervisory experience; OR an equivalent combination of education, training, and experience. Knowledge of: • Principles of public administration, town policy, and administrative systems for public entities.
  • Applicable laws, regulations, codes, principles, purposes, history, and recent developments in legislation
  • Effective methods of public engagement, outreach, and media relations.
  • Capital project management techniques and practices. • Principles of construction, permitting and approval processes, and environmental issues.
  • Supervision and personnel management.
  • Oral and written communication methods and principles.
  • Safe work practices and procedures.
  • Principles of organization, administration, budget, supervision and personnel management
  • Skilled in:
    • Planning, organizing, directing, coaching, training, and reviewing the work of department personnel.
    • Drafting and editing various complex technical and environmental reports, and agreements.
    • Establishing and maintaining effective relationships.
    • Performing analytical work carefully and accurately.
    • Reading and interpreting maps, blueprints, plans, and real property descriptions.
    • Speaking, reading, writing, and comprehending English at a level sufficient to carry out the duties listed herein.
    • Organizing and directing multiple complex projects.
    • Practicing safe work methods and promote the mission, values, and standards of the town.
Special Requirements

LICENSE AND CERTIFICATION REQUIREMENTS A valid Class C Driver’s License is required. TCEQ Wastewater Treatment Class II TCEQ Class B Water Distribution TCEQ CSI

Miscellaneous Information

PHYSICAL DEMANDS AND WORKING ENVIRONMENT Required to perform work both indoors and outdoors with exposure to weather conditions prevalent at the time. Regularly exposed to work near moving mechanical parts; fumes or airborne particles; vibration, and loud background noise. Occasional non-regular work hours, which may include nights and weekends.
