Director of Facilities
Summary
Essential Duties
- Prepares the annual budget and operates the department within the parameters of the approved budget, including capital improvement program management, permanent improvement and departmental budgets
- Develop strategic master plans for County maintenance requirements and capital improvement projects
- Actively manages facility operations to ensure adherence to state and city codes
- Oversee the selection of architects and engineers for County projects, working with the architects, engineers, and other County personnel throughout the course of design, re-modelling, construction and bid process for projects
- Enforces established policies and procedures, as well as state and local laws, for facilities processes
- Ensure that facility expenses are administered in compliance with County policies and procedures
- Delivers presentations to the Commissioners Court and other individuals regarding bond projects, contract review, construction projects, and other related topics
- Professional interactions with County department directors on capital improvement projects, facility enhancements, and bond management
- Develop the County’s strategic planning process for facility needs and provide recommendations on planning, building, and acquiring new facilities
- Create and implement quality control measures, develop project management techniques, and plans to reduce risk and cost
- Generates, processes, and reviews contracts and documents related to external services provided to the County for routine, emergency facility maintenance, and preservation efforts
- Define and implement department policies and procedures for routine, preventative, emergency maintenance practices, including medical, fire and terrorist emergencies, and work order systems software
- In collaboration with the management team, interview, hire, direct, evaluate, discipline, and/or terminate department personnel in accordance with established County policies and procedures
- Ensures training of employees in proper equipment, preventative maintenance, and construction safety practices
- Represents the department and the County on external boards and taskforces
- Attends meetings, conferences, workshops, training sessions, and reviews publications to remain current on principles, practices, and new developments
- Responsible for inventory management of materials, tools, equipment, vehicles, and other County assets
- Inspect County facilities on a regular basis as a preventative maintenance measure, review work order system, and develop maintenance and repair plan for each facility
- Performs other related duties as required
Position Requirements
Bachelor’s degree in engineering, architecture, facilities management, or a related field. (10) years of comprehensive experience in maintenance and renovation of major building structures, including air conditioning/heating, plumbing, construction and mechanical and electrical systems. A Professional Engineer (PE) license or Architecture Institute of Architects (AIA) license is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of local, regional, and state industry standards, building codes, and practices for building construction projects, the ability to interpret construction material testing reports, skill in the principles of project management and coordination of various resources to include internal County staff, contractors, and consultants, skill in communicating effectively orally and in writing as appropriate for the needs of the audience, ability to apply technical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices, ability to effectively plan and delegate the work of others, ability to gather and analyze data, draw conclusions, and present data and other information in a clear and logical manner, ability to form and maintain effective relationships, must be able to quickly organize and prioritize tasks to be assigned and completed, must have a solid working knowledge of project drawings and specifications, knowledgeable of computers, including AutoCAD or Revit software, Excel, Word and MS Office, capable of generating and negotiating contracts with individual contractors on various projects; supervising the maintenance and care of various properties, and supervising the work of others, extensive knowledge of renovation/construction techniques and practices
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:
Maintain the ability to occasionally stand, walk, kneel, and bend during the shift; Reach, grip and use fine dexterity; Push and pull objects; Occasionally flex upper trunk forward at the waist and partially at the knees; Occasionally lift and carry up to 20 pounds; Occasionally rotate upper trunk to the left or right while sitting or standing; place arms above, at or below shoulder height; Use of vision and depth perception; and talking and hearing.
