Capital Projects Engineer or Senior Capital Projects Engineer

PRIMARY DUTY

Responsible to perform senior level professional project management duties including establishing project objectives and schedules; manages the scope of work, project budgets, construction documents and engineering designs, and participates in services procurement process; manages all project coordination including interdepartmental and interagency coordination; and performs related project management work as required. The position performs all contract management functions for these projects. The position plans, manages, designs, and reviews construction plans for projects in the Capital Improvements Program related paving, traffic, drainage, water, sewer, vertical infrastructure, and other city facilities. Responsibilities also include supporting the City with oversight and implementation of the Mobility Master Plan, Water / Wastewater Masterplan, and Drainage Masterplan. The position is technical in nature with a heavy focus on exceptional customer service.

Strength Exerted Description of Job Duties
S Review, coordinate, plan and administer all phases of capital projects. Make design modifications as necessary.
L Assist citizens, contractors, engineers, developers and others in interpreting and complying with relevant requirements and regulations.
L Prepare cost estimates, plans, and specifications for paving, traffic, drainage, water, sewer, and vertical improvement projects.
L Assists in the preparation of reports and presentations to City Council, boards and commissions, citizen groups, and city administration when required. Attend meetings when required.
S Develop scopes of work for all phases of capital projects and negotiates contractual obligations with engineering consultants, developers, private land owners, and contractors on behalf of the City.
S Administer engineering and construction contracts for capital projects and possesses project related knowledge necessary to procure goods and services in accordance with local and state purchasing guidelines on behalf of the City.
M Evaluate floodplain related issues during planning, design, and construction of capital projects. Investigate and identify sources of private drainage issues and recommend alternative solutions at request of general public.
M Works collaboratively with internal departments and external parties as appropriate to investigate elementary traffic and signage problems to determine
effective solutions.
M Answer questions, investigates, responds, and provides recommended solutions to resolve issues regarding assigned operations and projects including
L Arrange, coordinate, facilitate, and make presentations at public meetings to convey project data and scoping requirements to impacted property owners as assigned.
S Coordinate with city subdivision and development staff on potential impacts to Capital projects from existing and proposed future development.
S Coordinate with other city departments on potential impacts to Capital projects related to existing and future development projects by these departments.
L Evaluate capital engineering related issues during the acquisition of property and easements and utility relocation phases for capital projects.
L Provide expert testimony to City Council, district and municipal courts, and other various boards or commissions as required.
M Review and implementation of flood studies, drainage studies, and traffic studies related to capital projects or the planning efforts for the Capital Improvement Program.
M Oversees capital construction projects and works closely with the city engineering inspectors including monitoring construction progress.
S Assist in developing standard operating procedures, ensure work quality, adherence to established policies and procedures and perform the more technical and complex tasks in the assigned area.
S Participate in special projects, research, or analysis as assigned.
S Actively participate in meetings, conferences, workshops and training sessions and review publications and materials to remain current on industry trends, principles,
practices and new developments.
Other duties as assigned.
Regular scheduled attendance at the work site is required.
SUPERVISORY RESPONSIBILITIES

This position has no supervisory responsibility.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the principles and practices of civil engineering and hydrology and hydraulic engineering related to the design, construction, and maintenance of public works projects.
  • Knowledge of surveying principles and practices and procedures, drafting, design, and inspection of public works projects.
  • Knowledge of local, state, and federal regulations pertaining to public works projects.
  • Knowledge of the methods, equipment, and materials used in surface and underground construction and maintenance.
  • Skill in project management principles and the ability to manage the scope, schedule and budget of multiple complex projects simultaneously.
  • Proficient computer skills, including applications such as Microsoft Excel, Microsoft Word, Microsoft Outlook and technology proficiency to learn required software applications.
  • Skill in implementation of roadway, water, sewer, and drainage criteria.
  • Skill in planning, organizing and coordinating multiple engineering projects.
  • Skill in writing and interpreting engineering specifications.
  • Ability to apply local, state, and federal regulations pertaining to public works projects and development projects.
  • Ability to write clear, concise reports regarding engineering issues.
  • Ability to use independent judgment and make sound decisions.
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions.

EDUCATION AND EXPERIENCE
  • Bachelor of Science in Civil Engineering from an accredited university
  • Six or more years of experience in the field of public works/civil engineering, project management, or construction engineering
  • Any combination of education, training and experience that provides the required knowledge, skills and abilities may be considered.
CERTIFICATES AND LICENSES REQUIRED
  • Registration as a licensed engineer in the State of Texas.
  • Valid Class C Texas Driver License with a good driving record.
ENVIRONMENTAL FACTORS AND SAFETY HAZARDS

Work is generally performed in a climate controlled office environment. Occasional outdoor work
with varying weather conditions is required for some of the job duties.
