Job Summary
Under general administrative direction, is responsible for planning, directing, managing, and overseeing the activities and operations of an assigned set of City departments. Directly supervises department heads and non-exempt staff within the Transportation, Utilities, Engineering, Capital Services, and Emergency Management departments/divisions of the City. Provides project management oversight for one of the largest capital improvement plans in the State. Coordinates assigned activities with other City Departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager and serves as Acting City Manager in the Manager’s absence. Exercises direct supervision over management, professional, technical, and clerical staff.
Essential Job Functions and Other Important Duties
- Oversee all Public Works operations of the City, including utilities (water and wastewater), streets & drainage, stormwater, resource recovery, fleet, and facilities maintenance to ensure effective and efficient operations.
- Oversee Engineering and Capital Services to ensure effective and efficient operations.
- Participates in the selection, training, motivation, and evaluation of the management staff; provides or coordinates training and works with employees to correct deficiencies; and implements and administers disciplinary and termination procedures.
- Participate in the development and implementation of goals, objectives, policies, and priorities for City departments. Develop and submit operating and capital improvement budget recommendations and related justifications for areas of responsibility; manage expenditures to approved appropriations.
- Identify and implement cost-effective procedures and processes with respect to areas of responsibility. Research, evaluate, and resolve complex operational and administrative issues; confer with other City management and department personnel to identify opportunities for administrative and operational improvement; develop recommendations for policy and procedure modifications.
- Ensure compliance with all applicable federal, state, and local laws/regulations, as well as with applicable grant and contract provisions.
- Represents the City and the City Manager to management staff, elected officials, and outside agencies; explains, justifies, and defends the programs, policies, and activities; and negotiates and resolves sensitive, significant, and controversial issues.
- Prepare and submit regular and special reports regarding City operations to the City Council, government agencies, or other authorized entities, as required or requested.
- Meets and confers with citizens and business interests to remedy problems and discuss City policies and procedures; responds to and resolves sensitive inquiries and complaints from both internal and external sources; and acts as City Manager as required.
- Other duties as assigned by the City Manager or City Council.
- Serve as Acting City Manager when the City Manager is away or incapacitated.
- Be accessible via personal cell phone to address job-related issues or emergencies, using city applications.
- Perform other duties as assigned.
Job Qualifications
Formal Education: Master’s Degree in Business, Public Administration, Accounting, and/or related field.
Relatable Work Experience: 12+ years of progressively responsible experience in the administration of municipal government; 2+ years of significant supervisory/managerial responsibility.
Training, Licenses, and Certifications: Valid Class C Texas driver’s license.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Knowledge, Skills, and Abilities Needed & Environmental Factors and Other Physical Requirements
- Knowledge of general management principles, budgeting processes, multi-funded financing operations, human resources policies and procedures, and applicable federal and state regulations and guidelines related to City Management.
- Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
- Knowledge of modern and complex principles and practices of public relations and public information.
- Skill in utilizing a personal computer and associated software programs.
- Ability to establish and maintain effective working relationships with government officials, the public, news media, and external City advisors.
- Ability to identify and respond to community and City Council issues, concerns, and needs.
- Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques.
- Ability to provide administrative and professional leadership and direction to subordinate staff.
- Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the public, and media representatives.
- Subject to sitting and standing to perform essential functions in an office environment.
- Visual acuity, speech, and hearing; hand and eye coordination, and manual dexterity necessary to operate office equipment.
- Regularly scheduled for a 5-day, 40-hour workweek, Monday through Friday, required to work extended hours and attend night meetings and conferences.
