Please join us for the January 2026 General Membership Meeting hosted by the City of Sugar Land. Greg Willey with the City of Sugar Land and Rachel Coker with ADS Pipe will give a presentation on the City of Sugar Land’s Sugar Creek Drainage Improvements project. Faced with rising material costs and budget limitations, the City of Sugar Land requested for HDR to explore alternative solutions to the originally designed reinforced concrete pipe (RCP) storm sewer system. HDR, in collaboration with Advanced Drainage Systems, Inc. (ADS), redesigned the project using polypropylene (PP) storm pipe. Project scope further evolved during the construction phase due to field adjustments by the contractor, which resulted in ongoing redesign efforts and continued coordination between HDR, ADS, and the City to ensure all project requirements were met. This project marked both the City of Sugar Land’s and HDR’s first use of polypropylene (PP) storm pipe, making it a groundbreaking initiative.

This presentation will discuss the redesign process, including the technical considerations and benefits of transitioning to PP storm pipe. Presenters will also detail how close construction monitoring, open communication, and on-site collaboration led to successful installation.
