Assistant Director of Public Works

JOB SUMMARY

Under the general direction of the Director of Public Works, the Assistant Public Works Director organizes, coordinates, administers the business and technical functions of the departments and prepares complex and technical reports and records. Makes daily decisions on a wide variety of items to maintain continuous public contact, frequently involving sensitive matters, with the utmost tact and resourcefulness. The Assistant of Public Works Director is responsible for directing, assisting, developing, and evaluating department personnel, and provides highly complex staff assistance to the Director of Public Works. Assists the Director of Public Works in planning, organizing, directing and supervising the administrative and programmatic activities of the Public Works Department including capital improvement project management activities, program development, plan reviews, and detailed reporting. Provides professional assistance to the Director of Public Works and other City departments when needed.

SUPERVISION

  • Receives direct supervision from the Director of Public Works
  • Exercises direct supervision over assigned staff

Essential duties and responsibilities may include, but are not limited to, the following:

1. Administration

  • Assist the Director of Public Works with managing the daily administrative tasks needed to ensure efficient management.
  • Provides staff assistance to the Public Works Director; prepares and presents staff reports, presentations, and other correspondence; prepares periodic reports for functional areas of responsibility.
  • Assist and participate in the development and implementation of goals, objectives, policies, work plans, and priorities.
  • Plan, organize and manage specific divisions within the Public Works Department.
  • Monitor workflow; review and evaluate work methods and procedures within designated divisions; recommend and implement improvements and modifications.
  • Prepare departmental budget requests, projections, and approve departmental purchase orders; and monitor departmental budget levels.
  • Inspect work sites to ensure satisfactory work performance and safety.
  • Assist the Director of Public Works in plan reviews for all projects to include infill development, new subdivisions, civil, plat reviews, etc.
  • Perform cost analyses for vehicles, equipment, parts and materials to ensure efficient expenditure of funds.
  • Offer guidance and collaborate with staff on problems related to maintenance, operations and troubleshooting.
  • At the direction of the Director of Public Works, participates in the development, administration, and oversight of department and division budgets.
  • Assist the Director of Public Works with developing and monitoring fiscal management controls.
  • Evaluate division operations and make recommendations for improving overall sustainability.
  • Respond to and assist the Director of Public Works in responding to emergency situations regarding public works matters, including communication with the public, troubleshooting, and managing the correct operations for emergency situations.

2. Program Management/Regulatory

  • Develop and submit reports required by regulatory entities.
  • Work with the Assistant Director of Public Works (Operations) when necessary to make sure the department is submitting TCEQ reports and submissions monthly, quarterly, etc.
  • Assist the Public Works Director in the development, implementation, and administration of departmental performance objectives, policies, processes, capital projects, and priorities; identifies resource needs and makes recommendations for improvement.
  • Coordinate, review, and evaluate the construction documents prepared by the City’s contract engineers, independent contract service providers, construction contractors, and others as directed. Monitor developments related to Public Works and utilities matters and evaluate their impact on City operations.
  • Review the construction documents prepared by private developers and engineers for proposed development and redevelopment under the City’s jurisdiction, including construction and recommendation for City acceptance.
  • Submit reports and assist in audits with Grants Coordinator for projects that are grant funded.

3. Personnel

  • Monitor, motivate, and counsel personnel. Make recommendations to Director of Public Works for progressive discipline.
  • Establish and monitor employees’ performance objectives; prepare and present employee performance reviews.
  • Ensure department personnel receive training/continuing education as the budget allows.
  • Provide or coordinate staff and employee training and track licensing; work with employees to correct deficiencies; implement discipline.

4. Equipment Needs

  • Identify vehicle and equipment needs.
  • Work with divisions to develop vehicle and equipment specifications as well as special tools.
  • Contact vendors, coordinate equipment bids and materials bids. Coordinate ordering of new and disposal of replacement vehicles and equipment.

5. Projects and Reporting

  • Prepare specifications on departmental projects.
  • Develop and maintain detailed project timelines.
  • Identify potential delays and implement mitigation measures.
  • Inspect departmental project and work sites before, during and after completion to ensure satisfactory and thorough workmanship and adherence to safe work practices.
  • Assist the Director of Public Works on reports for all divisions within Public Works.
  • Participate in the preparation, development and evaluation of highly technical studies, reports and analysis related to the Public Works Department.

6. Public Relations

  • Coordinate public works maintenance and operations activities with other City departments, outside agencies, and other entities including local and state governments.
  • Meet with the public to discuss Public Works policies, practices and problems.
  • Report on public works matters to City Council and City Manager in the absence of the Director of Public Works.
  • Respond to utility locate and map requests when necessary.
  • Respond to and resolve difficult citizen inquiries and complaints.

7. Other Duties

  • Perform other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines:

Requires an equivalent to a bachelor’s degree from an accredited college or university with major course work in civil engineering, public administration, business administration, environmental or a related field. Five years of increasingly responsible experience in municipal Public Works administration, including two years of administrative and supervisory experience, or an equivalent combination of education and experience will be considered.

Knowledge of:

  • Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.
  • Principles and practices of administration as applied to the maintenance and operations of Public Works facilities, services and systems operations.
  • Recent developments, current literature and sources of information in municipal Public Works administration.
  • Principles and practices of organization, administration, personnel management, budgeting procedures and techniques.
  • Materials, methods, practices and equipment used in public works, operations and construction.
  • Laws and regulations regulating municipal operations.
  • Occupational hazards and standard safety precautions necessary in the maintenance, operation and construction of infrastructure projects.
  • Principles and practices of personnel management and supervision, employee training, evaluation, promotion, and discipline.
  • Principles and practices of public administration, including cost accounting, budgeting, purchasing and the maintenance of public records.
  • Utilizing the principles of sustainability to improve delivery of services.
  • Use a personal computer, related software, and office equipment.

  • Organize, direct and coordinate the activities of the public works department in a manner conducive to full performance and high morale.

  • Interpret and apply federal, state, and local policies, laws, and regulations.
  • Understand the organization, operation, and services of the city and of outside agencies as necessary to assume assigned responsibilities.
  • Ensure adherence to established safety rules, regulations and guidelines.
  • Oversee and participate in the provision of a high level of customer service to internal and external customers.
  • Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.

LICENSES AND/OR CERTIFICATIONS

Possess and maintain a valid Class C Texas driver’s license.

PHYSICAL DEMANDS / ENVIRONMENTAL FACTORS AND CONDITIONS

  • Work is performed in an indoor and outdoor work environment.
  • May be subject to repetitive motion such as typing, data entry and vision to monitor.
  • May be subject to walking on uneven or unstable terrain, occasional standing, bending, reaching, kneeling or lifting such as when reviewing plans, specifications, and conducting inspections.
  • May be subject to working extended hours and responding to emergencies if needed.
  • May be subject to occasional lifting, carrying, bending, reaching, kneeling, pulling, crouching, and lifting.
  • May be subject to exposure to dangerous machinery, extreme weather conditions, hazardous chemicals and fumes, infectious diseases, air and water borne pathogens, and poisonous insects, spiders, and snakes or wild animals common to water, wastewater and underground utilities, and other potential physical harm.
  • Must be able to work in stressful situations.
  • May be required to lift and carry items weighting up to 50 pounds.

SALARY

$90,000 – $95,000
