Assistant Public Works Director/City Engineer

GENERAL SUMMARY

Plans, organizes, and reviews City engineering activities; directs the capital improvement program; and reviews private development and construction programs.  Performs a variety of professional level engineering functions and serves as the City Engineer.  Coordinates activities with other divisions, departments, outside agencies and organizations; assists in establishing department goals, objectives, policies, and procedures; and performs related duties as assigned.

SUPERVISION

General supervision is provided by the Public Works Director.  Responsibilities include the direct and indirect supervision of subordinate personnel.  Directs, instructs, schedules, and evaluates the work activities of engineering support staff.

DUTIES AND RESPONSIBILITES

  • Manages the development and implementation of the department’s Capital Improvement Program, including complex interchange of funding sources and grants.
  • Manages the engineering activities and services involved in researching, developing, designing, inspecting plan review, surveying, and records management.
  • Directs, coordinates, and manages conceptual designs, technical reports, contracts, and documents for project feasibility, adherence to departmental requirements and standards, and compliance with Federal, state, and local regulations and mandates.
  • Coordinates design and construction activities with staff, public groups, and Federal, state, and local agencies to ensure work progress is according to schedule, contract plan, and funding requirements.
  • Assists in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.
  • Plans and reviews all public works engineering activities including phases of design, surveying, and inspections.
  • Supports the Public Works Director and department efforts related to the construction, operation and maintenance of City’s domestic water transmission, sewerage collection, treatment facilities, and natural gas distribution systems.
  • Prepares engineering reports, budget estimates and proposed ordinances for final submittal to City Council.
  • Reviews and signs plans for public works improvement projects.
  • Represents the City at various functions before City Council and the public.
  • Evaluates and recommends professional engineering and public works consultants and contracts.
  • Answers inquiries and complaints from the public, elected officials, developers, consultants, and contractors regarding proposed and programmed projects.
  • Attends various meetings and hearings, and makes presentations to City Council, neighborhood groups, etc. regarding programmed or proposed projects.
  • Reviews and checks monthly estimates of work completed, assigns project costs to appropriate capital and/or operating budget accounts, and authorizes payment.
  • Selects, supervises, trains, and evaluates professional, technical, and clerical support staff.
  • Performs other related duties as assigned.

KNOWLEDGE AND SKILLS

  • Knowledge of principles and practices of engineering and administration as applied to the design and construction of public works facilities and technical inspection services.
  • Knowledge of State and Federal engineering regulations including funding, and environmental impact considerations as they relate to new construction, rehabilitation and modification of structures and installations.
  • Knowledge of methods, materials and techniques employed in project designs, plans and specifications, cost estimates, contract and budget preparations, construction implementation and inspections.
  • Knowledge of principles of organization, administration, budget, and personnel management.
  • Knowledge of contract negotiations and administration.
  • Skill in preparing complex engineering plans, specifications, and calculations.
  • Skill in communicating clearly and concisely, both verbally and in writing.
  • Ability to work with others and maintain positive relationships.
  • Ability to effectively represent the City in meetings by expressing complex business, financial and regulatory concepts in clear and concise language for internal and external stakeholders where areas of contention may arise.
  • Ability to develop and administer operational and construction project budgets.
  • Proficient is the use of personal computers, Microsoft programs and other engineering related software programs.
  • Ability to establish and maintain effective working relationships with City staff, elected officials, advisory board members, developers, contractors, and the general public.

REQUIRED EDUCATION, EXPERIENCE AND CERTIFICATIONS

  • Bachelor’s Degree from an accredited college or university with major course work in civil engineering or related field.
  • Five years of public works experience with 3 years of progressively more responsible civil engineering experience including 2 years of project management.
  • Registered Professional Engineer in Texas
  • Valid Texas Driver’s License with driving record that meets City guidelines or ability to obtain within 30 days.

Work Environment

Work is conducted in both an office environment and in the field in construction zones; works closely with other City employees and with the public.

Physical

Essential and other important responsibilities and duties require maintain physical condition necessary for sitting and standing for prolonged periods of time, moderate lifting and carrying of up to 30 pounds, finger and manual dexterity; good vision for close and far distance, have ability to hear with no difficulty and be able to speak clearly and be understood. Maintain mental capacity that permits making sound decisions and good judgement.

This position is considered Essential Personnel and is required to respond to natural and man-made disasters, unless released by Department Director.
