Director of Public Works
The City of Levelland is seeking a qualified and highly motivated leader for their next Public Works Director position. The ideal candidate would have an engineering background and exhibit strong, leadership and communication in building a professional organization.
The Director of Public Works provides oversight of Sewer, Shop and Sanitation Departments, Utility Customer Service, Street/Traffic Maintenance, Water and Wastewater Services, and the Recycling Department. The director plans and directs the development of future facilities, public works projects, policy for municipal maintenance and improvements of all public works facilities and infrastructure, and budget preparation and management.
The new director will inherit a combined operating budget of nearly $8.49 million, with 28 full time employees across departments. This role will be crucial in implementing and overseeing a $30.6 million capital improvement project for the wastewater treatment facility, a $6 million smart-meter project, a new SCADA System Planned for FY 25-26, and the implementation of the 2023 Infrastructure Master Plan.
Under direction of the City Manager, the new Public Works Director will plan, direct, manage, and oversee all activities and operations of the departments under his/her purview. Ideal candidates will be adept in developing, implementing, and monitoring departmental goals, objectives, policies, and procedures that align with the City’s strategic vision.
The candidate should be comfortable with building relationships between the department and the community. To this end, the City desires the candidate possess excellent communication skills, enabling effective communication with the City Council, departments, and outside agencies. The candidate will also need to be able to communicate effectively internally as well, fostering inter-departmental cooperation.
Education
- A bachelor’s degree in engineering, public administration, or a relevant degree from an accredited college or university with preference for applicants who have postgraduate degrees.
Experience
- Required seven (7) years experience, preferred 5 years in municipal public works operations and management, with preference for licensed civil engineers. A master’s degree will substitute for 3 years of work experience.
License/Certification
- A valid Texas driver’s license
- Preferred Class B water and wastewater license; preference for Class A solid waste license; must be able to obtain required licensing within allowable time period from Texas Commission on Environmental Quality (TCEQ) guidelines.
Knowledge
- Knowledge of monitoring budget preparation; budget management; personnel management; thorough knowledge of laws, regulations and policies governing the conduct of public works activities.
- Knowledge of TCEQ rules and regulations
