MS4 and Floodplain Administrator
Full Time
Salary Range:$63,419.00 to $92,040.00 Annually
JOB SUMMARY:
Under general supervision, coordinates activities to ensure the City’s compliance with its Municipal Separate Storm Sewer System (MS4) Permit; and acts as the City’s Floodplain Administrator responsible for implementing the City’s Flood Damage Prevention ordinance.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Responsible for planning, management, and enforcement of the City’s Flood Damage Prevention Ordinance.
- Manages implementation of floodplain development permits.
- Maintains pertinent records related to Federal Emergency Management Agency (FEMA) and National Flood Insurance Program (NFIP) requirements.
- Reviews and processes City’s concurrence with FEMA Letters of Map Change (LOMC – CLOMR, LOMR, etc.) requests and applications.
- Develops and implements processes in line with application for participation in, and ultimately maintain classification with, the NFIP Community Rating System (CRS).
- Administers and coordinates activities required for the City’s compliance with its Storm Water Management Plan (SWMP) and Texas Pollutant Discharge Elimination System (TPDES) Municipal Separate Storm Sewer System (MS4) Permit.
- Conducts field inspections related to City facilities and stormwater outfalls to verify compliance with MS4 permit.
- Oversees compliance of construction phase stormwater management/stormwater pollution prevention compliance including conducting field inspections of construction projects for appropriate erosion and sedimentation control and restoration.
- Develops and recommends updates to technical specifications and standards and City policies and ordinances related to floodplain, drainage, stormwater management, and related regulatory compliance.
- Provides code and regulatory information to the public, permit applicants, other City departments and officials in person and in written communication concerning MS4 and floodplain management.
- Reviews development applications including plats and plans for compliance with land disturbing activities and flood damage prevention ordinances.
- Identifies and researches funding opportunities to support program activities; prepares grant applications and manages awarded grants and associated budgets.
- Coordinates with other divisions and departments within the City.
- Represents the City when attending meetings and coordinating with outside agencies such as Regional Flood Planning Groups and other technical and policy partners.
- Conducts public meetings and various public relations tasks including the presentation of information to City Council and other bodies and organizations.
- Performs related duties and fulfills responsibilities as required.
MS4 AND FLOODPLAIN ADMINISTRATOR REQUIREMENTS:
- Requires a bachelor’s degree in a field related to Civil or Environmental Science or Engineering, Natural Resources, Public Administration, or a related scientific field from a United States accredited college or university.
- A minimum of three years of experience in a related field.
- An equivalent combination of experience and education may be considered.
- Certified Floodplain Manager (CFM) Certificate, or ability to obtain within six months of hire.
- Valid Texas Driver’s License, or ability to obtain within six months of hire.
