Recycling – Renewable Resources Manager

Job Description

Under general supervision, the Renewable Resources Manager is responsible for planning and administrating various City programs and services relating to municipal solid waste management including Recycling, Composting, and Brush operations. Employee works closely with department, Billing Supervisor and Administrative staff to establish best management practices. Work involves extensive knowledge of the solid waste field, recycling, composting, and sustainability, state regulations as related to solid waste disposal, recycling, composting and the business administration concept. Acts as the liaison between Public Works and citizens of McAllen in an effort to reduce the waste stream and divert the municipal waste to the Recycling Center and Composting Facility. Work involves extensive knowledge of markets for recycled commodities such as cardboard, plastic, newsprint, glass, aluminum and ferrous metals. Employee works under the direction of the Assistant Director and Director and has daily contact with the public, requiring tact, courtesy and diplomacy.

Job Responsibilities
  1. Responsible for directing the daily operation of the recycling, brush, and composting staff, administrative operations, and equipment, fleet, and building maintenance.
  2. Plans, organizes, coordinates and implements programs in the areas of waste recycling, waste prevention and waste minimization.
  3. Coordinates special work assignments, community interaction, activities, public relations and customer services.
  4. Coordinates work with Supervisors, Crew Leaders, outside vendors, school districts, commercial district and other government entities.
  5. Performs supervisory work, planning, organizing, scheduling, assigning and evaluating the work of supervisors over recycling center, brush collection and composting operations.
  6. Reviews current programs, costs analysis data, and researches information regarding elements of current or pilot programs in other jurisdictions.
  7. Develops recommendation for programs and activities to be conducted, estimates costs and potential cost savings, and coordinates the implementation of approved programs.
  8. Reviews and assesses public education and drawing efforts related to recycling and municipal waste stream reduction.
  9. Plans, develops, and conducts education and safety training programs for three departments. Works closely with the Storm Water and Environmental Education Manager in developing educational and promotional outreach to the public through contacts with businesses, schools, community groups, etc.
  10. Researches availability of grants to provide supplemental funding for specific programs and activities. Prepares grant applications, coordinates grant applications with other agencies as appropriate, and administers grant funds which are received.
  11. Prepares and evaluates reports to the Lower Rio Grande Valley Development Council (LRGVDC) Texas Commission on Environmental Quality (TCEQ).
  12. Oversees the scheduling of numerous projects in conjunction with Keep McAllen Beautiful and Valley Proud, and surrounding communities.
  13. Provides assistance and technical support to the Recycling,  Composting,  and  Brush Departments. Prepares and formulates the annual budgets for capital improvements and equipment purchases for the Recycling, Composting and Brush Departments.
  14. Monitors and inspects work activities to ensure proper procedures, methods, and safety standards are being followed. Makes appropriate changes to standard operating procedures.
  15. Monitors fuel consumption, vehicle and equipment maintenance, develops monthly performance measures reports and administers asset management techniques for inventory controls.
  16. Attends a variety of workshops and seminars related to waste reduction.
  17. Perform other functions normally associated with municipal waste reduction and marketing of commodities.
  18. Provides assistance in First Responder incidents as situations arise where the Public Works Department is called upon.
Knowledge, Skills and Abilities
  1. Job requires an accredited Bachelor’s degree in Civil Engineering, Business Management, Marketing or related field form an accredited college or university.
  2. Job requires five (5) years of related work experience with a minimum of one (1) year of customer service related skills. Five years of related work experience with two years of progressively responsible supervisory experience is preferred.
  3. Job requires a current, valid Texas Class C driver’s license.
  4. Must be knowledgeable of the practices and principles of office management and project oversight.
  5. Must have extensive knowledge of markets for recycled commodities such as cardboard, plastic, newsprint, glass, aluminum and ferrous metals.
  6. Responds to public inquiries in a professional and tactful manner.
  7. Assists and represents the Public Works Director by performing related work activities as assigned.
  8. Must be able to use a computer, word processor, copy machine and binding machine.
  9. Must be able to meet and greet the public in a friendly courteous manner, using tact and diplomacy.
  10. Must be able to manage time efficiently with self-initiative and oversee assignments through completion using mature judgment.
Physical Demands

Office environment working conditions are satisfactory with occasional exposure to unpleasant environmental conditions and/or hazards and occasional outside work.

Additional Information
  1. This is a safety sensitive position subject to random drug and alcohol testing.
  2. This position has supervisory responsibilities.
  3. Assists as assigned waiting to be engaged during hurricane and other emergencies.
  4. Assists as needed to include working on irregular, night, weekend and/or holidays.
  5. Performs cross-training and back-up services for other departmental positions and other work assignments as assigned.
  6. Performs other related duties as assigned to enhance the overall operations and services of the department.
