Asset Management Program for Small Systems: Request for Qualifications and Participant Application Period Now Open

 

Vendors interested in being considered as contractors for Asset Management Program for Small Systems (AMPSS) projects can now view the Texas Water Development Board’s (TWDB’s) request for qualifications (RFQ) on the Electronic State Business Daily website. Please refer to Section 4.1 in the RFQ for instructions on how to make an inquiry about the RFQ.

 

Statements of qualifications will be accepted through August 26.

 

The AMPSS is a funding opportunity offered by the TWDB to assist small water and wastewater systems by creating a comprehensive plan for managing the systems in a financially and technically sustainable manner. Systems participating in the AMPSS may choose a pre-qualified contractor to work with to create an asset management plan; operations, maintenance, and compliance manuals; and other management tools.

 

Water and wastewater systems interested in being AMPSS participants can submit applications through September 8.

 

The participant system application—along with additional information about the AMPSS—can be found on the TWDB website. Please note that if you are applying for both drinking water and wastewater systems, a separate application is required for each system.

There is no financial match required from participant systems, but they will be required to contribute at least 80 hours of their staff time towards the project. This project will help systems thoroughly inventory their assets; determine the condition and criticality of each asset; plan for short-, medium-, and long-term capital improvement projects; ensure adequate maintenance is planned for and conducted; and prepare the system for accessing the State Revolving Fund programs. Together, these tools and information will help participant systems prepare for the future, train new staff, and communicate the needs of their system to their staff, governance, and citizens.
